Is Smoking Allowed in Uganda? Uganda has taken a firm stand on tobacco use, establishing one of the region’s strictest smoke-free environments. In line with the Tobacco Control Act of 2015, smoking is not allowed in public places, whether indoors or outdoors, unless in specifically designated smoking areas. This law aims to protect the health of non-smokers while still offering limited freedom to smokers under regulated conditions.

Smoke-Free Zones & the 50-Metre Rule

According to the law, no one is allowed to smoke within 50 metres of public spaces. This includes places such as hospitals, schools, restaurants, bus stations, offices, and even building entrances or windows. The goal is to eliminate exposure to second-hand smoke and create a cleaner, healthier environment for everyone.

Designated Smoking Areas

Uganda does allow smoking in designated smoking zones—spaces that are well separated from the general public. These areas are often set up in hotels, bars, or large outdoor spaces. They must be clearly marked and located away from places where people frequently gather. This makes it possible for smokers to smoke without affecting others.

Penalties and Enforcement

Violating the smoking law can lead to serious consequences. Individuals caught smoking in non-permitted areas face fines of up to UGX 200,000 (around USD 60) or imprisonment for up to two months. Businesses that fail to comply or enforce these rules on their premises may also face penalties. The government, through local authorities, continues to carry out public awareness campaigns to educate citizens about the law.

Challenges and Progress

Despite strong legislation, enforcement can sometimes be a challenge, especially in busy areas like bars and restaurants. However, more signage is being installed, awareness is increasing, and public health benefits are already being noticed. Uganda continues to strengthen its tobacco control efforts with renewed commitment from both the government and civil society.

Can Tourists Smoke on Safaris in Uganda?

If you’re planning a safari adventure in Uganda and wondering whether smoking is permitted—the answer is yes, but with important restrictions. Uganda has very strict smoking regulations, and both locals and visitors must adhere to them, especially in public and protected areas.

Smoking is Not Allowed in National Parks

All of Uganda’s national parks—including popular safari destinations like Murchison Falls, Queen Elizabeth, Kidepo Valley, and Bwindi Impenetrable Forest—are non-smoking zones. These parks are protected conservation areas, and smoking is banned to:

  • Prevent forest fires

  • Protect wildlife from second-hand smoke and litter

  • Maintain a clean and natural environment for all visitors

Tourists are not allowed to smoke anywhere inside the parks, including during game drives, nature walks, boat cruises, or gorilla trekking excursions. Even in your safari vehicle or at a scenic viewpoint, smoking is strictly prohibited.

Smoking in Public Places is Also Restricted

Beyond the parks, Uganda’s law also bans smoking in most public areas—including hotels, restaurants, streets, and transportation hubs—unless a clearly designated smoking zone is provided. Violating this rule can lead to fines or even arrest.

Where Can Tourists Smoke?

Tourists may smoke in:

  • Designated smoking areas at some lodges, camps, or hotels

  • Private and outdoor spaces that are not within 50 metres of a public place or park boundary

Before lighting up, always ask your guide or hotel staff to confirm whether smoking is permitted in that location.
